Former ELN Manager Deb DeBruijn describes the British Columbia Electronic Library Network (BC ELN), a consortium of BC post-secondary libraries developed by the BC Ministry of Advanced Education in 1989 under an ambitious "Access for All" strategy to increase capacity at every post-secondary institution in the province.
